BEIJING,March4(Xinhua)--China'ssystemofpeople'scongressesisinthespotlightagainastheannualsessionofthe14thNationalPeople'sCongress(NPC),thecountry'snationallegislature,willopenTuesday.Thepeople'scongresssystemisthefundamentalpoliticalsysteminChina.AtthepinnacleofthesystemsitstheNPC,whichisthesupremeorganofstatepower.AccordingtotheConstitution,alladministrative,supervisory,adjudicatoryandprocuratorialorgansofthestateshallbecreatedbythepeople'scongressesandshallberesponsibletothemandsubjecttotheiroversight.Animportantprincipleofthepeople'scongresssystemandabasicrequirementofitsinstitutionaldesignisthatthepowerofallstateorgansandtheirstaffaresubjecttooversightandchecks.Thereareover2.7milliondeputiesatthefivelevelsofpeople'scongresses,includingnearly3,000deputiestotheNPC.Thesystemisdesignedtoincludepeoplefromvariousbackgroundsandcoveradiversecross-sectionofsociety.Workinginapart-timecapacity,deputiesatvariouslevelsarekeychannelsforpeople'svoices.Theyarebothentitledandobligedtostandforthepeople'sinterestsandexpresstheirrequests.NPCdeputiesareactivelyengagedinstateaffairs.Attheannualfullsession,theyreviewandvoteonimportantlegaldocumentsandpersonnelchanges,suchastheelectionofthepresidentandvicepresidentofChinaeveryfiveyears,inadditiontosubmittingproposals.Whennotinsession,theyinteractwiththepeople,takeuptrainingprograms,andparticipateininspectionsoflawenforcementandresearchonimportantorurgentissues.Someofthemareinvitedtoobservebi-monthlylegislativesessionsoftheNPCStandingCommittee,apermanentbodyoftheNPC.WhentheNPCconcludesitsannualsession,theNPCStandingCommitteewillexerciseitspower,holdingsessionstodeliberateandadoptlaws,amongothermatters.Thisyearmarksthe70thanniversaryoftheestablishmentoftheNPC.SinceSept.15,1954,whenabout1,200deputieselectedbyuniversalsuffragegatheredinBeijingtoattendthefirstsessionofthefirstNPC,thepeople'scongresssystemhasprovidedanimportantinstitutionalguaranteethathasallowedtheCommunistPartyofChinatoleadthepeopleincreatingmiraclesofrapideconomicdevelopmentandlong-termsocialstability.Editor:DisclaimerTheviewsandopinionsexpressedinthisarticlearethoseoftheauthor's,GMW.cnmakesnorepresentationsastoaccuracy,suitability,orvalidityofanyinformationonthissiteandwillnotbeliableforanyerrors,omissions,ordelaysinthisinformation.
