China'sproposalsamajorcontributiontoimprovinginternationallandscape:PresidentoftheSpanishCommunistParty_GuangmingOnlineChina'sproposalsamajorcontributiontoimprovinginternationallandscape:PresidentoftheSpanishCommunistPartyTheChina-MaldivesFriendshipBridgeinMaldivesonSept.1,2019.(PhotobyWangMingliang/Xinhua)Withthe20thCPCNationalCongressaroundthecorner,thePartyhasgonethrough10extraordinaryyearsundertheleadershipofXiJinpingasitscore.Thepastdecadehasbeenagloriousoneinthepastcentury,characterizedbyaslewofmajorachievements.LetmeoutlinesomeofthegreatcontributionsChinahasmadefromaglobalperspective.TheCovid-19pandemicisstillwithus,andthesocio-economiccrisisitcausedisdeepening.ThewarinUkrainehasaddedtotheuncertaintyoftheworld,increasinglydividingitintoopposingcamps,withinwhichcountrieshavesomesharedinterestsbutarenotcloseallies,rather,theyconstantlyfacepolitical,economicandevenmilitaryconfrontation.Againstgrowingtensions,theseriesofproposalsbyChinesePresidentXiJinping,particularlytheBeltandRoadInitiative,theGlobalSecurityInitiativeandtheGlobalDevelopmentInitiative,areimportantandvaluable.TheBeltandRoadInitiative(BRI)wasproposedbyPresidentXiin2013toboosttheinfrastructurenetworkacrossthefivecontinents,anddrivesocial,economic,technologicalandculturalcooperationandexchanges.TheBRIisthelargestglobalcooperationprojectinhistoryaimedatpromotingdevelopmentofChinaandtherestoftheworld,andithashadapositiveimpactonimprovingthelivingstandardsofregionsfacingseveredifficulties,suchasAfrica,AsiaandLatinAmerica.Inpromotingtheinitiative,Chinaplacesfullemphasisonvoluntaryparticipation,mutualrespect,equalconsultation,opennessandtransparency.ThisisinstarkcontrasttotheapproachoftheUnitedStatesandtheEuropeanUnion,wherecolonialism,discrimination,non-transparencyanddifferentialtreatmentofmembershavecharacterizedtheirhandlingoftradeagreementswithothercountries.Togivejustoneexample,underthelogicofcolonialism,developinglocalorinter-regionalinfrastructurewasseenas“unprofitable”.Onthecontrary,infrastructureisthehighlightoftheBRI,whichshowsthenon-colonialandaltruisticnatureofChina’sinitiative.Moreover,apartfromprojectsthatdirectlybenefitlocalpeople,theBRIencouragesparticipatingcountriestoworktogetherwithChinatofindsolutionstorealproblems,suchasaddressingtheplightofpeoplewholiveinbackwardnessandsocialinjustice.Mankindhasenteredanewandhistoricstage.TheBRIprovidesanimportantreferenceforaddressingglobalchallengesandbuildinganewinternationalorderbasedontheprincipleofpeacefulcoexistence.Itisworthemphasizingthattheinitiativewasdesignedfromtheoutsetwithanemphasisonecologicalsustainabilityandrenewableenergy,whichreflectsChina’sfullrespectandresponsibilityfortheenvironmentandsustainabledevelopmentoftheplanet.Oneofthemajorcrisestodayisthatworldpeaceandsecurityareinjeopardy.TheColdWarmentalityhasresurfacedandasaresultcountriesareincreasinglyestranged,andthoseopposingtheunipolarglobalordercreatedsincethecollapseoftheSovietUnionhavebeensubjecttovariousprovocationsanddirectorhiddensanctionsbytheUS-ledWesterncamp.Inthiscontext,theGlobalSecurityInitiative(GSI)proposedbyPresidentXiattheBoaoForumforAsiainApril2022isofgreatsignificance.OneoftheobjectivesoftheGSIistoupholdacommon,integrated,cooperativeandsustainableconceptofsecurity,whichhelpstoeffectivelymaintainpeaceandsecurityoftheworldbyresolvingdisputesthroughdialogueandconsultationbasedonmultilateralismandthefundamentalprinciplesoftheUNCharter,andbyrejectingdoublestandardsandunilateralsanctions.TheGSIcallsfortakingseriouslythelegitimatesecurityconcernsofallcountriesintheworld,respectingtheprinciplesofglobalsecurity,buildingabalanced,effectiveandsustainablesecurityarchitecture,andopposingattemptstoachievethesecurityofonecountryattheexpenseofothers.TheinitiativecallsontheinternationalcommunitytostrengthendevelopmentcooperationandacceleratetheimplementationoftheUN2030AgendaforSustainableDevelopment.TheGSIrespondstoconcernsaboutcommonglobalchallenges,emphasizingtheimportanceofcooperationinareassuchascombatingterrorism,tacklingclimatechange,andadvancingcyberandbiosesecurity.ItisthereforemyviewthattheGSIisafeasibleinitiativeaddressingglobalconcerns,itmarksyetanothersincerecontributionofChinesewisdomtotheworldsothatwecanmoveawayfromthecurrentconfrontationaldynamicsthathaveseriousconsequencesforallofhumanity.Assuch,thisChineseinitiativeshouldbewidelydisseminatedaroundtheworldandshouldberecognizedbyallcountries.InSeptember2021,PresidentXiproposedtheGlobalDevelopmentInitiative(GDI)atthe76thsessionoftheUnitedNationsGeneralAssembly.TheGDIandGSIareinextricablylinked.Inotherwords,theGDIcanpreventtheworldfromfallingbackintoastateofColdWar.AColdWarinevitablyleadstoestrangementandantagonismbetweencountries,andtradewarsandeconomicsanctionsareadouble-edgedswordunderminingtheinterestsofthesanctioned,butalsohasseriousrepercussionsforthecountrythatinitiatedthesanction.TheGDIthereforeseekstopromotemulti-levelandcross-sectoralcollaboration,fostertechnologicalinnovation,acceleratetechnologytransferandknowledgesharing,therebyimprovestheglobalgovernancesystemwithaviewtoendingcolonialismandunequalrelationsbetweenrichandpoorcountries,andcreatingafairerandmoreequitableinstitutionalenvironment.AsPresidentXiputit,weshouldworktogethertofosternewgrowthmomentumsandachievestronger,greenerandhealthierglobaldevelopment.TheGDIoffersanewmodelofglobalgovernancethatcentersonpeacefulcoexistenceandsharedwell-beingforhumanity.IwasimpressedbyafewlinesofPresidentXi’sspeech.Hestressedthat“historyandrealityhavetaughtusthattheunilateralpursuitofone’sownsecurityattheexpenseofothercountrieswillonlycreatenewcontradictionsandrisks.”Healsopointedoutthat“howacountryisdoingonhumanrightsisessentiallygaugedbywhethertheinterestsofitspeopleareupheld,andwhethertheyenjoyagrowingsenseoffulfillment,happinessandsecurity.Thatisthemostimportantcriterionforassessingthehumanrightsconditionsofacountry.”Bythesametoken,onlywhenpeopleallovertheworldhaveadignifiedlife,canwedeemthatglobalsecurityandthehumanrightsofallpeopleshavebeensafeguarded.AbriefanalysisofthethreeChineseproposalsmentionedaboveleadsustoconcludethattheyareChinesesolutionsofferedbyPresidentXiandtheentireChinesepeopleinthefaceoftheunprecedentedchallengestheworldisexperiencing.What’sworthnotingisthattheseinitiativesarewellalignedwiththeUNCharterastheyallaimtopromoteworldpeaceanddevelopment.Therefore,anyoneignoring,smearingormaliciouslymisinterpretingChina’sproposalsshouldbecondemned.Thecommonchallengesfacinghumanityneedtobeaddressedbysuchglobalinitiativesthatarepeople-centeredanddevelopment-oriented.China’sforeignpolicyledbytheCPChasalwaysfocusedonpeaceanddevelopment.ArapidlygrowingChinaisnotanaggressivecompetitor,letaloneanewhegemon,butasincerecontributortoabetterfutureofpeaceandprogressformankind,andarealpartnerfightingforthisgoalthroughequalandmutuallybeneficialcooperationinthefieldsoftradeandcommerce,scienceandtechnology,andculture.Wemustremainsoberlyawarethata“newColdWar”,onceformed,willinevitablyhindercountriesinbuildinggoodrelationsbasedonequalityandfreedom,sovereigntyandindependence,andsolidarity,thusendangeringthefutureofallmankind.Inthisway,China’sproposalforthefuturedevelopmentoftheinternationallandscapeisofparamountimportance.ContributedbyJoséLuisCentella,PresidentoftheSpanishCommunistPartyEditor:ZhangZhouDisclaimerTheviewsandopinionsexpressedinthisarticlearethoseoftheauthor's,GMW.cnmakesnorepresentationsastoaccuracy,suitability,orvalidityofanyinformationonthissiteandwillnotbeliableforanyerrors,omissions,ordelaysinthisinformation.
