Highlight:China’sPositiononthePoliticalSettlementoftheUkraineCrisis_GuangmingOnlineChinaonFeb.24,2023releasedapaperstatingitspositiononthepoliticalsettlementoftheUkrainecrisis,sayingdialogueandnegotiationaretheonlyviablesolutiontotheUkrainecrisis.ChinahascalledforinternationaleffortstocreateconditionsfortheresumptionofpeacetalkstoresolvetheUkrainecrisis.Herearethehighlights.1.Respectingthesovereigntyofallcountries.Universallyrecognizedinternationallaw,includingthepurposesandprinciplesoftheUnitedNationsCharter,mustbestrictlyobserved.Thesovereignty,independenceandterritorialintegrityofallcountriesmustbeeffectivelyupheld.Allcountries,bigorsmall,strongorweak,richorpoor,areequalmembersoftheinternationalcommunity.Allpartiesshouldjointlyupholdthebasicnormsgoverninginternationalrelationsanddefendinternationalfairnessandjustice.Equalanduniformapplicationofinternationallawshouldbepromoted,whiledoublestandardsmustberejected.2.AbandoningtheColdWarmentality.Thesecurityofacountryshouldnotbepursuedattheexpenseofothers.Thesecurityofaregionshouldnotbeachievedbystrengtheningorexpandingmilitaryblocs.Thelegitimatesecurityinterestsandconcernsofallcountriesmustbetakenseriouslyandaddressedproperly.Thereisnosimplesolutiontoacomplexissue.Allpartiesshould,followingthevisionofcommon,comprehensive,cooperativeandsustainablesecurityandbearinginmindthelong-termpeaceandstabilityoftheworld,helpforgeabalanced,effectiveandsustainableEuropeansecurityarchitecture.Allpartiesshouldopposethepursuitofone’sownsecurityatthecostofothers’security,preventblocconfrontation,andworktogetherforpeaceandstabilityontheEurasianContinent.3.Ceasinghostilities.Conflictandwarbenefitnoone.Allpartiesmuststayrationalandexerciserestraint,avoidfanningtheflamesandaggravatingtensions,andpreventthecrisisfromdeterioratingfurtherorevenspiralingoutofcontrol.AllpartiesshouldsupportRussiaandUkraineinworkinginthesamedirectionandresumingdirectdialogueasquicklyaspossible,soastograduallydeescalatethesituationandultimatelyreachacomprehensiveceasefire.4.Resumingpeacetalks.DialogueandnegotiationaretheonlyviablesolutiontotheUkrainecrisis.Alleffortsconducivetothepeacefulsettlementofthecrisismustbeencouragedandsupported.Theinternationalcommunityshouldstaycommittedtotherightapproachofpromotingtalksforpeace,helppartiestotheconflictopenthedoortoapoliticalsettlementassoonaspossible,andcreateconditionsandplatformsfortheresumptionofnegotiation.Chinawillcontinuetoplayaconstructiveroleinthisregard.5.Resolvingthehumanitariancrisis.Allmeasuresconducivetoeasingthehumanitariancrisismustbeencouragedandsupported.Humanitarianoperationsshouldfollowtheprinciplesofneutralityandimpartiality,andhumanitarianissuesshouldnotbepoliticized.Thesafetyofciviliansmustbeeffectivelyprotected,andhumanitariancorridorsshouldbesetupfortheevacuationofciviliansfromconflictzones.Effortsareneededtoincreasehumanitarianassistancetorelevantareas,improvehumanitarianconditions,andproviderapid,safeandunimpededhumanitarianaccess,withaviewtopreventingahumanitariancrisisonalargerscale.TheUNshouldbesupportedinplayingacoordinatingroleinchannelinghumanitarianaidtoconflictzones.6.Protectingciviliansandprisonersofwar(POWs).Partiestotheconflictshouldstrictlyabidebyinternationalhumanitarianlaw,avoidattackingciviliansorcivilianfacilities,protectwomen,childrenandothervictimsoftheconflict,andrespectthebasicrightsofPOWs.ChinasupportstheexchangeofPOWsbetweenRussiaandUkraine,andcallsonallpartiestocreatemorefavorableconditionsforthispurpose.7.Keepingnuclearpowerplantssafe.Chinaopposesarmedattacksagainstnuclearpowerplantsorotherpeacefulnuclearfacilities,andcallsonallpartiestocomplywithinternationallawincludingtheConventiononNuclearSafety(CNS)andresolutelyavoidman-madenuclearaccidents.ChinasupportstheInternationalAtomicEnergyAgency(IAEA)inplayingaconstructiveroleinpromotingthesafetyandsecurityofpeacefulnuclearfacilities.8.Reducingstrategicrisks.Nuclearweaponsmustnotbeusedandnuclearwarsmustnotbefought.Thethreatoruseofnuclearweaponsshouldbeopposed.Nuclearproliferationmustbepreventedandnuclearcrisisavoided.Chinaopposestheresearch,developmentanduseofchemicalandbiologicalweaponsbyanycountryunderanycircumstances.9.Facilitatinggrainexports.AllpartiesneedtoimplementtheBlackSeaGrainInitiativesignedbyRussia,Türkiye,UkraineandtheUNfullyandeffectivelyinabalancedmanner,andsupporttheUNinplayinganimportantroleinthisregard.ThecooperationinitiativeonglobalfoodsecurityproposedbyChinaprovidesafeasiblesolutiontotheglobalfoodcrisis.10.Stoppingunilateralsanctions.Unilateralsanctionsandmaximumpressurecannotsolvetheissue;theyonlycreatenewproblems.ChinaopposesunilateralsanctionsunauthorizedbytheUNSecurityCouncil.Relevantcountriesshouldstopabusingunilateralsanctionsand“long-armjurisdiction”againstothercountries,soastodotheirshareindeescalatingtheUkrainecrisisandcreateconditionsfordevelopingcountriestogrowtheireconomiesandbetterthelivesoftheirpeople.11.Keepingindustrialandsupplychainsstable.Allpartiesshouldearnestlymaintaintheexistingworldeconomicsystemandopposeusingtheworlde
